Tooele City Council meetings will generally be held on the first and third Wednesdays of each month at 7:00 p.m. Meetings are held at Tooele City Hall, 90 North Main Street, Tooele, UT, in the City Council Chambers.

Justin was first elected to the City Council in November of 2019 and took office in January 2020. He was re-elected in November of 2023 and is currently serving his second term in office. He is married to Celeste Brady and they have four children. Justin graduated from Weber State University with a Bachelors of Science in Nursing. Professionally, Justin is a Nursing House Supervisor at Mountain West Medical Center in Tooele. He currently serves as the liaison for the North Tooele Special Service District, Planning Commission, Tooele County Council on Aging, and the Wasatch Front Regional Council-Active Transportation Committee.
Justin is grateful for the opportunity to serve his community and is committed to listening and being an advocate for the residents of Tooele.

January 2024:
Mayor Debbie Winn, the members of the City Council, the staff and employees, and residents of Tooele City would like to express our sincere thanks to City Council Member Tony Graf for his years of service on the Tooele City Council!
Tony served on the City Council for four years (2020 - 2023) and has been an excellent representative and public official for our City! Prior to his service on the City Council, Tony served as a Tooele City Planning Commissioner from January 2018 through December 2019. Tony loves to study history, especially history related to the founding of our country and was often asked to speak about the constitution and patriotism. During his term on the Council, Tony served on many boards and committees such as the Arts Council Board, USU Board, Library Board, and Children’s Justice Center Board. Tony was instrumental in the approval of Proposition 8 on the 2023 ballot, which amended the City Charter (see article below).
Thank you Tony for your hard work, dedication, and service to our City! We will miss you and wish you well in your future endeavors!

Bio (2020):Tony graduated from the University of Utah with a Bachelor of Arts in History, a Master of Science in Criminal Justice from Weber State University, and a Juris Doctor from the S.J. Quinney College of Law at the University of Utah. Professionally, Tony serves as a Deputy District Attorney in the Special Victims Unit.
Tony previously served as the Chair to the Tooele City Planning Commission. He hopes to be an advocate for the citizens of Tooele and is committed to transparency, fiscal responsibility, and the safety of the community.

January 2026:
Mayor Debbie Winn, the members of the City Council, City staff and employees, and the residents of Tooele City would like to express our sincere thanks to City Council Member Maresa Manzione for her years of dedicated service on the Tooele City Council.
Maresa served on the City Council for five years (2021–2025) and has been an excellent representative and public servant for our community. During her time on the Council, Maresa served on numerous boards and committees, including the Arts Council Board, Employee Grievance Appeal Board, PAR Tax Board, Planning Commission Liaison, RDA Taxing Entity Committee, Redevelopment Entity Committee, Redevelopment Agency Chair, and the Tooele City Water Special Service District.
While her service on the City Council is coming to a close, Maresa is not leaving Tooele City. Beginning in 2026, she will continue her commitment to public service as Mayor of Tooele City. We are proud to support her as she transitions into this new role and looks forward to continuing to serve our community.
Thank you, Maresa, for your hard work, leadership, and dedication. We look forward to continuing to work with you and supporting you in this next chapter of service to Tooele City.

Bio (2025):Councilwoman Maresa Manzione was sworn into office on Monday, January 3, 2022 to serve a four year term after a successful re-election. Councilwoman Manzione had previously served one year in office (Friday, January 8, 2021 – December 31, 2021) when she was selected by the City Council to fulfill the remainder of Scott Wardle’s term when Councilman Wardle resigned his position to serve on the Tooele County Council.
